Will there be 'friendly brexit' or not? The doubts grow and these are the effects in the agri-food sector
After the vote of the United Kingdom Parliament that overthrew the agreement on the "Brexit" reached between the European Union (EU) and Prime Minister Theresa May, doubts grow as to whether the exit will finally be made amicably or not , that is, with or without agreement. The Spanish agri-food and fishing sectors are preparing for both scenarios, which are very different in times, forms and repercussions.
The Government has just created a space on its website with information to facilitate the preparation of citizens and companies against the "brexit".
Based on the data provided by the Executive, these would be some of the keys How this situation can affect Spanish agri-food interests:
Agriculture and Food
1. Will tariffs be established for products from the United Kingdom or for those exported to that destination?
With Withdrawal Agreement
-They will not be established until the end of the transitional period, and would depend on the specific agreements that were reached between the parties at that time.
Without Withdrawal Agreement
- When the United Kingdom becomes a third country, the Common Customs Tariff will be applied according to the corresponding product.
2. Will the names of Spanish foods with Protected Designation of Origin or PGI entering the United Kingdom be protected?
With Agreement
-The PDOs and PGIs registered before the end of the transitional period will enjoy at least the same level of protection granted by the current regulations.
Whitout deal
-The United Kingdom will establish, as it considers and is bound by international agreements, the system of protection of foreign geographical indications in its territory.
3. How will the "Brexit" affect the aid of the Common Agricultural Policy (CAP) in Spain?
With Agreement
-United Kingdom must comply with all its financial obligations derived from the 2014-2020 Pluriannual Framework (first pillar support up to 2020 and rural development programs paid up to 2023). Therefore, it should not affect the aid in Spain in that period. From there, the aid will depend on what is agreed between the 27 Member States for the future 2021-2027 framework.
Whitout deal
-The European and national institutions will address this issue and its consequences and take the appropriate decisions to preserve the interests of the recipients of common policies, and especially the CAP, according to the Government.
Fishing
1. Will it be possible to continue fishing in the waters of the United Kingdom?
With Withdrawal Agreement
-You will be able, as up until now, until at least the December 31 of 2020.
Without Withdrawal Agreement
-You will not be able to continue fishing from the 30 of March of 2019.
According to the text published by the Executive, in both situations a fisheries agreement will be negotiated with the aim of being able to continue fishing in the waters of the United Kingdom.
2. Is it possible to use the ports of the United Kingdom to disembark?
With Agreement
-Yes, under the same conditions as until now until the December 31 of 2020.
Whitout deal
-United Kingdom will treat EU vessels as third country vessels for access to their ports.
3. How will it affect fishing quotas?
For 2019, the fishing quotas adopted will apply, whether or not there is a ratification of the Withdrawal Agreement.
With Withdrawal Agreement
-The quotas adopted by the EU will also apply with the United Kingdom in 2020.
Whitout deal
-From 2020, fishing quotas will be negotiated within the EU as usual and with other third countries that are jointly managed with the United Kingdom.
